Worked with Adolf Loos in Vienna; his architectural thinking developed around Loos's spatial principles, particularly the Raumplan.
Following the Nazi annexation of Austria and the occupation of Czechoslovakia, Kulka and his family escaped Europe. He arrived in New Zealand in 1940.
He worked for Fletcher, becoming Chief Architect, while maintaining private architectural work. Heritage New Zealand records that he designed more than fifty houses, many for fellow Jewish refugees — including a Herne Bay house for Marti and Gerrard Friedlander completed around 1967.
